Can anyone tell me whether or not this webiste is being used by others to promote their business?

Most of the posts are dated last year and beyond. And there doesn't seem to be any activity by any of those registered. 

This looks to be a good idea that's been abandoned. 

Who's the owner/moderator/admin of the website? Anyone?
