Actually the only real question is Why YOU? After all, of course this is the right time for someone, somewhere, in some situation to buy green real estate. The market is focused on buyers, prices are much lower than they have been recently, and interest rates are at historical lows, tax incentives for buying are high, especially homes with energy efficiency upgrades.
Again the real question is about you. Do these things line up with what is going on in your life to make this the right time for YOU to buy? Ask yourself these sorts of questions, "Do I want to own my home, or do I think I might rather have the freedom to roam?" "Am I good at saving money, and do I have a nice nest egg already set aside?" "Have I always talked myself out of the market, even though I know real estate has been one of the best wealth builders going for most people?" "Am I in jeopardy of loosing my income in these tough times?" "Am I the sort of person who looks at this economic situation and thinks; could I buck the trends and make a great move that would set me up in the future?"
